Concerns are mounting over Kia’s earlier recall of more than 137,000 Seltos and Soul models, as the NHTSA’s Office of Defects Investigation (ODI) now questions whether the fix is actually working. After receiving multiple complaints, the agency has launched what it calls an “audit query” to review the effectiveness of Kia’s recall program.

The recall covers 2021-2023 Soul and 2021-2023 Seltos models equipped with 2.0-liter four-cylinder engines. Kia found that piston oil rings in some of these engines may have been improperly manufactured.
This defect can lead to cylinder wall damage, higher oil consumption, and eventually serious engine failure, in some cases causing the engine to seize. Kia’s recall process involved having dealers inspect affected engines and replace them when necessary.
Complaints about the fix
However, the NHTSA says it has reviewed 47 complaints from April 29, 2025, to June 27, 2025, alleging Kia’s recall has been ineffective. Some reported inconsistent inspection results when determining whether an engine replacement was warranted, along with issues involving the availability of repair parts or complete remedies.
This new investigation on Kia’s recall aims to understand how the carmaker has responded to complaints. It’s possible Kia will be forced to issue additional recalls, but this won’t be known until the probe is finished.
Background on the defect
Kia first became aware of potential issues with the four-cylinder engine of the Soul and Seltos in September 2024 after noticing a trend of engine replacement warranty claims for 2021 model year vehicles.

When the recall was issued, the company had documented 409 incidents and 400 reports of engine stalling linked to potential piston ring defects. It had also recorded four related engine fires.
